Foster-care worker is guilty of assault> Human Services liaison attacked colleague

CARIBOU — A Department of Human Services community care worker who assaulted a fellow employee in June has been found guilty in Caribou District Court.

According to court records, William A. Burgess, 46, of Fort Fairfield, pleaded no contest to a charge that on June 15 he did “intentionally, knowingly or recklessly cause offensive physical contact or bodily injury to Lola Willette.”

The summons issued by Caribou police indicates that the incident took place at the DHS office in Caribou. Sentencing for Burgess has been set for Aug. 24 in Caribou.

David Winslow of the DHS office in Augusta said Tuesday that a William Burgess was still employed by the department. Citing personnel rules, however, he declined to say if Burgess was the same Aroostook County foster-home worker who was placed on administrative leave from the Caribou Office in mid-June.

Burgess was one of two DHS employees in the county who investigated homes and approved licenses for foster care. Another employee who did the same work out of the Houlton Office had previously transferred to another department.

With no one working in either post this summer, foster parents in the county were left without any direct contact person who could help them deal with issues that arose as a result of their roles in the state’s foster home system.

There are about 200 foster homes in Aroostook County. Last month, several foster parents met with state officials to express their concern about the lack of a liaison worker in the region.

According to Jan Peabody, personnel director at the DHS Office in Houlton, the vacancy there has been filled.
