The Board of Environmental Protection approved the following consent agreements in July to remedy violations of environmental regulations:

Ellery D. Batchelder of Hermon, for placing fill in the flood-plain wetland of Thurlow Brook without a permit and for failing to comply with the standards under the permit-by-rule procedures while working as the contractor on a project on the Coupal property in Newburgh: pay $500.

Vincent W. Coupal of Newburgh, for filling a flood-plain wetland along Thurlow Brook without a permit and for failing to comply with the standards of the permit-by-rule procedure; stabilize the area, submit an after-the-fact application and pay $500.

Down East Peat of Deblois, for allowing “extreme erosion” of peat to the Narraguagus River and McCoy Brook without a permit; review and improve plans for bog drainage and erosion control and pay $15,000.

GTE Products Corp. of Standish, for violating a waste water discharge license; evaluate how to reduce the toxicity of discharges, install better treatment for solids and metals and pay $69,500.

Rodney Hutchins of Dexter, for disposing septage at an unlicensed site, a corn field in Ripley; submit a closure plan for the site and pay $250.

Town of Kittery, for placing fill in a coastal wetland without a permit: remove the fill and pay $4,500.

Land Tree Corp. of Auburn and E.L. Vining and Sons Inc. of Farmington, for filling in a flood plain and causing erosion into a stream without a permit; abide by the terms of an after-the-fact permit and pay $3,500.

Monroe Salt Works in Monroe, for emitting hazardous matter without a license and for violations of the opacity standards; construct emission controls, operate within opacity standards and pay $500.

Niles and Anne McBrearity and M. and O. Construction Inc. of Dover-Foxcroft, for altering a stream and silting Moosehead Lake without a permit; establish vegetative buffers on the stream, stabilize disturbed soils and pay $5,000.

Parkway Realty Development Corp. of Brewer, for allowing an unlicensed contractor to remove asbestos in the Viner Shoe Co. building in Bangor and for failing to notify the Department of Environmental Protection before removing the asbestos; comply with the asbestos abatement laws, place educational advertisements concerning the proper removal of asbestos in three Maine newspapers and pay $2,000.

Dennis Thorell of Auburn, for spreading soil along the shoreline of Moosehead Lake without a permit and in such a way that it could wash into the lake; comply with an after-the-fact permit and pay $750.

Veilleux Oil Co. of Biddeford, for discharging oil to surface and ground waters and for failing to comply with monitoring and operating requirements; comply with requirements for leak detection, report future discharges of oil and pay $15,000.

The following case was resolved in District Court.

John and Rebecca Bisesti of Bangor, for placing fill in and adjacent to Pushaw Pond in Orono without a permit; remove the fill, stabilize the area and pay $400.
