Solid-waste disposal unit accepts plans for $155,000 recycling center

DEXTER — Members of the Mid-Maine Solid Waste Association voted last week to accept the final design for a $155,000 regional recycling center. The group also approved a proposal to advertise for bids for the project.

The center, which will be located next to the regional solid waste transfer station being built on Town Line Road in Corinna, is being paid for with $125,000 in state funds with the remainder of the construction cost to be made up of local funds from the five-area towns participating in the joint project. Those towns are Dexter, Corinna, Ripley, Exeter and St. Albans.

The group also agreed to establish a position for a recyling coordinator at the facility. The coordinator’s salary will be $18,000 a year.

In other business, the group voted to enter into a septic-waste disposal contract with Ted Grant. The proposal calls for each town in the association to pay Grant $500 a year, according to Steve Whitesel, association treasurer and Dexter town manager. Each pumper who transports septic waste to this site will be required to pay Grant four cents a gallon as a disposal fee.

Earlier this year, there had been talk about the association purchasing its own site for septic waste disposal and having people who needed the service obtain a permit from the town offices. Whitesel said this week that the association decided to go with Grant and will not be buying a site. Homeowners will not be required to purchase a permit to have their tanks pumped as had been planned previously, he said.

Grant’s proposal appears to be a good deal for the towns involved, Whitesel said, because their most recent offer had been for a $1,500 yearly fee and five cents a gallon disposal fee. That offer was made by Bob Tenney of Plymouth.

The board also approved a proposal to repair the road to the transfer station that is under construction. The road would be made passable for both construction crews and people living near the station site.
