The federal government has a long history of failures in housing for the poor. Most of the grand-scale government housing buildings of the New Deal era have been demolished. One of the big problems we still have is the homeless. Congress can answer by allotting housing monies to experienced organizations like the Salvation Army.
The homeless know the Army for years of feeding and shelter, plus the one thing the government can’t give them, the spiritual uplift and moral values. Without heart you can never reach the downtrodden as Mother Teresa has shown us all. George Lloyd Brewer
