CARIBOU — City officials have directed that an engineering study be conducted of the subsurface of the Lombard Road to determine what repairs are necesssary.
At a public hearing Monday, councilors heard testimony from residents served by the road. The residents complained that a chip sealant that was applied last year was “bleeding” and causing soft spots in the road. In addition, their motor vehicles were picking up tar. Conditions worsened when sand applied to cover the tar caused a troublesome dust problem, they said.
After the study is completed officials of the Highway Department will decide whether to pave the road or replace the subsurface.
Councilors approved an amendment to general assistance guidelines that requires recipients of supplemental Security Security to sign a statement authorizing reimbursement from the program to general assistance. The signing once was a voluntary action, but now is mandatory.
W. H. Shurtleff Co. of South Portland was awarded a contract as low bidder to supply salt for winter roads at $35.64 per ton.
Water Street was removed from the list of streets scheduled for paving to allow the utilities district to work on water pipes. A skim coat of asphalt will be placed on the bridge over Caribou Stream in the downtown area.
Councilors accepted the recommendation of the Highway Committee to trim a tree that was obscuring a stop sign. A resident complained that motorists were not heeding the stop sign at the intersection of Collins and Pioneer streets and Lynn Drive.
A public hearing to amend the city parking ordinance by prohibiting parking along the north side of Sincock Street near the Sincock Sports Complex was set for 7:05 p.m. Monday, July 13. Councilors said motorists expressed concern about people darting between cars on the narrow street. A parking lot is available.
Councilors approved city payment of extra constables for special events such as the winter carnival and the Caribou Cares About Kids parade.
