Millinocket residents to vote on town government change

MILLINOCKET — If Millinocket residents vote to establish a charter commission on April 13, what happens next?

Those who support creating the charter commission say they will work to change the current town council-town manager form of government to a selectmen-town-meeting form of government.

But opponents to creating the commission say if people want to simply review the town’s charter and make changes in it, a charter commission is not needed.

Some residents attending the final public hearing last week asked officials to outline the pros and cons of each form of government.

Roland Voisine, one of five people to initiate a petition, said the ultimate objective was to change the form of government “to put control of our town back into the hands of our people.”

Voisine said that with voter approval, a nine-member commission would be established. Three members would be appointed by the Town Council and the other six members would be elected by voters in a special referenedum election. Voisine said he would seek a seat on the commission.

He said the election of six members would be held within 90 days of the April 13 referendum, if voters approve creating the commission.

Within 20 days after members are elected to the charter commission, Voisine said, a public hearing would be held to seek public opinion.

Within nine months, he said, the commission would have to present a rough draft of what the new proposed form of government would look like, how it would work, who would make the decisions and how it would be carried out.

Within one year after being established, Voisine said, the charter commission must provide a final report of the new charter accompanied by a written legal opinion and written report on the differences between the current form of government and what is proposed.

The proposed charter would be considered by voters and if approved, he said, would become effective immediately. If it were turned down, the commission would be terminated and the current form of government would remain.
