Orrington discusses water, sewer connections

ORRINGTON — Many North Orrington residents turned out for a public hearing Monday night to discuss the advantages and disadvantages of extending the Brewer sewer and water lines along Route 15 to Snow’s Corner.

Town Manager Candy Guerette said the majority of those at the hearing were people who would be affected by the extension of the lines, but there were residents from other portions of the community who expressed concerns over the cost of such a proposal.

She said people were concerned about the individual cost to them if the lines were extended to their properties and what it would cost the town overall.

The project was of particular interest, she said, to residents of Harriman, Roosevelt, Garfield, McKinley and Cleaveland avenues. Some of the avenues are serviced by an old tile sewer line originally built by Eastern Fine Paper Co. in the late 1920s and early 1930s. The city of Brewer installed new water lines in recent years in that portion of Orrington.

Many of the property owners along Route 15, said the manager, supported the idea of extending the lines because some of them did not have good soil and replacing septic systems could be costly.

Overall, said the manager, people generally favored the proposal, but the cost of such a project was a major concern.

The selectmen, Guerette said, had scheduled the hearing to get comment from the public and in that respect it was very successful. Councilors have not yet made a decision on the proposal.

On another matter, the councilors opened two bids on the emergency siren warning system that would be installed at the LCP chemical plant to alert the town in the event of a chlorine leak.

They received one bid from the Whitney firm for $29,500 and one from ATI for $25,000.

The selectmen turned the bids over to the Emergency Preparedness Committee and asked that the committee report back with recommendations at the Dec. 13 council meeting.

In other business, the selectmen appointed Town Manager Guerette and Joe Coffin, chairman of the board, to come up with specifications to advertise for town assessing services.

In final action, selectmen approved the appointment of Stephen Desmond as a regular member of the Board of Appeals.
