Orrington voters OK shoreland, flood laws

ORRINGTON — Voters Monday night adopted new shoreland zoning and flood plain ordinances.

Town Manager Candy Guerette said the new ordinances became effective immediately and in the case of the shoreland ordinance, the town-approved ordinance will replace one that was imposed on the town by the state when the town had failed to adopt such an ordinance earlier this year.

The manager said copies should be available at the town office within 30 days.

About 70 residents showed up at the special town meeting held at the Center Drive School. While there was no opposition in the final votes for either ordinance, the town manager said, there was discussion on the issue of allowing commercial garages within the rural and farming districts. She said 35 voters supported allowing the garages and 21 were opposed. Commercial garages now are allowed, pending approval from the Board of Appeals.

At a special selectmen’s meeting after the town meeting, a contract for a $25,000 emergency warning siren was awarded to ATI, a Connecticut firm. The town’s Emergency Preparedness Committee recommended that the selectmen go with the ATI proposal.

The siren will be installed at the LCP chlorine-manufacturing plant and will be activated in the event of a leak there. The manager said the warning system will be heard within a mile of the plant.

The town will send a letter of confirmation to ATI and a letter to LCP requesting its share of the cost for the warning system.

Selectmen accepted an easement for a turnaround at the end of McKinley Avenue to be used by the town’s snowplows.

The manager reported on the progress of the cable television negotiations committee. She said 14 area towns have joined to negotiate the next contract with Cablevision. The towns represent a customer base of 103,000 people. She said Brewer City Manager Harold Parks has taken over as head of the committee now that the former committee head, David Cole, has announced he will leave Old Town.

In final action, Board Chairman Joesph Coffin suggested selectmen schedule interviews with Board of Appeals applicants before filling vacancies on that board.
