PHILADELPHIA — Scott Paper Co. announced a joint venture with China’s largest paper manufacturer to bring sanitary tissue products to the vast market.

The Philadelphia-based Scott and Shanghai Paper Co. will create Scott Paper (Shanghai) Ltd. in a multimillion-dollar deal, officials said.

“China represents an obvious opportunity for Scott,” said Scott Chairman and CEO Albert J. Dunlap. “It is a huge, high-growth market with very low tissue usage.”

He said, “there’s really no active multinational competition for us in China at this stage.”

Scott will be a 56 percent owner in the new venture, which will bring to China many Scott name brands as well as institutional and hotel supplies.

The Shanghai factory will be located on 123 acres on the Ren Min River.

Scott is the world’s largest manufacturer and marketer of tissue paper products. It has operations or ventures in Hong Kong, Malaysia, Taiwan, Thailand, Indonesia, Japan, Korea and the Philippines.
