City tables collection proposal

BANGOR — The City Council’s finance committee on Monday tabled a proposal to expand the use of collection agencies for overdue bills.

Currently, the city turns to bill collectors only for small items — such as overdue parking tickets — for which the collectors receive 30 percent. A proposal before the committee Monday evening would have extended the service to include other outstanding bills, such as property taxes.

But councilors decided to postpone the proposal after City Solicitor Erik Stumpfel pointed out that although it might sometimes take city employees some effort to squeeze money out of delinquent taxpayers, most bills end up being paid.

And, Stumpfel and a handful of councilors noted, paying a 30 percent commission for collecting on a $10 parking ticket is one thing. But turning over a third of a property tax bill, which typically runs well into the thousands of dollars, is quite another.

Councilors decided to revisit the issue during its August meeting.

Also on Monday, the committee gave an initial award for a three-year contract with Dunlap Corp. for its insurance needs.

The contract, which will cost $190,580 for each of the three years, represents a decrease from last year’s bill of $247,914.

Hugh Associates of Bangor also was awarded a bid of $19,000 to manage Park Woods, the housing development on Union Street formerly known as New Capehart.

Both bids must receive final approval by the full council.
