BANGOR — A pro-life proponent who has spent many days passing along his message in front of the Mabel Wadsworth Women’s Center was charged by Bangor police Saturday morning with conducting a picket without a permit.

Terence Hughes, 57, of Orono was on the sidewalk in front of the clinic on Saturday with a number of signs and pictures.

Officer Paul Colley asked Hughes if he had a permit and Hughes replied he did not and felt he did not need one.

After conferring with Sgt. Phil Latacz, Colley then issued Hughes a summons for conducting a picket without a permit.

It was the second summons issued by Bangor police at that location in the last two weeks. On Nov. 9, a Hancock man was charged with failure to obtain a parade permit after he and a woman were handing out leaflets at that location, and also had signs and pictures posted.
