Kelley arraigned after manhunt

SKOWHEGAN — Philip Kelley, 48, of Randolph was arraigned on a variety of charges Tuesday morning in Somerset County Superior Court.

He is charged with three counts of possession of a firearm by a felon, eluding an officer, two counts of reckless conduct with a dangerous weapon, three counts of burglary and theft, burglary of a motor vehicle, criminal trespass and violations of conditions of release.

Kelley entered no pleas to all charges. He was represented by Philip Mohlar of Norridgewock.

Kelley led police on a three-day manhunt in remote areas of Somerset County after allegedly firing shots randomly at several vehicles in Solon, Jackman, West Forks, Pleasant Ridge and Highland Plantation. The incidents took place from Oct. 28 to Nov. 2, when Kelley was captured in a remote cabin as he slept.

Justice Andrew Mead set Kelly’s bail at $80,000 double surety, despite Assistant District Attorney Everett Fowle’s request for a bail of $250,000 or 50 percent cash.

Fowle said the series of events was so serious that “we’re very fortunate someone is not dead.”

Mohlar said his client disputes all the charges against him and further states his actions were justified. Kelley has also indicated his desire to proceed without an attorney. He remained in Somerset County Jail unable to post bail Tuesday night.

Kelley is scheduled for a court-ordered psychiatric examination on Jan. 3.
