Developers interested in Union Street parcel

BANGOR — Construction Management Inc., a local firm that has developed three malls in the area of Hogan Road, is hoping to build a retail and office park on a 10-acre parcel on Union Street near Godfrey Boulevard.

Community and Economic Development Director Rodney McKay confirmed late Thursday afternoon that Construction Management Inc., whose principals are Tom Valley and Michael Eremita, was the only developer to submit a proposal for the site, which was advertised in April.

The exact size of the site has not been determined, McKay said, because it will depend on the size of the park and number of tenants. But the developer will pay the appraised market price of $35,000 an acre.

The matter was brought up in April when McKay told the city’s community and economic development committee that an unnamed developer had approached the city about purchasing some land for a project.

Normally such land in the area of Bangor International Airport is leased rather than sold, but McKay told the committee that the developer would prefer to purchase the site.

The City Council subsequently authorized City Manager Edward Barrett to apply to the Federal Aviation Administration to lift restrictions on the site so that land could be sold. The FAA agreed to lift the restrictions, and the council ratified that decision Monday, enabling the city to proceed with the sale if the project is implemented.

The parcel comprises a total of 27.5 acres, but the developer would not buy all of it. The site was not part of the 1942 transaction that conveyed 720 acres to the U.S. government for Dow Field, thus was not part of the 86.5 acres returned to the city’s General Fund by the FAA recently. The proceeds will go into the airport fund, rather than the city’s account.

After Eremita and Valley approached the city about the site, officials decided the proper thing to do was to advertise the parcel for development. But when proposals were opened on May 29, the only one was from CMI.

Eremita and Valley have developed a number of projects in Bangor, including the Crossroads mall on Stillwater Avenue near Hogan Road, Mid Mall on Bangor Mall Boulevard, and the mall on the corner of Hogan Road and the boulevard.

CMI has not asked for any city assistance in funding, McKay said.

National marketing for tenants would be done with the assistance of Cedarwood Companies, “a national multiservice development firm,” McKay said, one that has handled tenants such as Borders bookstores.

The next step for the project, McKay said, would probably be a presentation by CMI in a workshop session of the City Council. That could happen in a month or so, he said, “when plans are further developed.” The architect for the project is John Rohman of WBRC.

The proposal would then go to a regular meeting of the council, “and my expectation is that the council would grant an option to purchase and develop the site,” McKay said.

He views the proposal as a good project. “I think the retail use along Union Street is very appropriate.

“It will complement other retail facilities on Union Street and enhance the entrance to the airport,” he said. “It will provide new taxes and employment opportunities in the city, and revenues will go toward future operations of the airport.”

The horizontal site on Union Street will not abut Godfrey Boulevard, he said, because it will be separated by a drainage ditch.

There will be one or two entrances onto Union Street, he said, and possibly an additional entrance onto Maine Avenue. The project also may include widening Union Street to include a turning lane.
