City stadium on Bangor panel’s agenda> Recommendation for consultants to be heard

BANGOR — City staffers are expected to make a recommendation this week concerning the hiring of a consultant to study the possibility of building a multipurpose stadium in Bangor.

The recommendation will go to the community and development committee at its 5 p.m. meeting Wednesday at City Hall.

Proposals for the market and financial feasibility study were submitted last week by five firms: Finne and Associates of Atlanta; KPMG Peat Marwick of St. Petersburg, Fla.; Convention, Sports and Leisure of Minneapolis; Coopers and Lybrand of Dallas; and Deloitte and Touche of Parsippany, N.J.

The proposed costs of the study range from $35,000 to $75,000, although city officials have said the costs could not be evaluated until it was determined whether the studies were comparable. The Bangor Blue Ox baseball team, expected to be the major tenant, has offered to pay half the study’s cost, up to $20,000.

One of the companies, Finne and Associates, is currently involved in helping Hancock County study the possible construction of a convention center in that area.

Also on Wednesday, the committee will hear about an engineering analysis and design concept done on the former Freese’s building. The presenters will be Daryl Rhodes, who is working on the proposed Maine School for the Arts, and a representative of Winton Scott Associates architects in Portland.

While construction specialists have been studying every nook and cranny of the front two-thirds of the Freese’s building on Main Street, Rhodes has been lining up a variety of celebrities to lend their support to the project of an arts school. Actor James Farentino, star of television and movies, is the most recent celebrity to sign on.

Other agenda items include:

Accepting a loan from the Maine State Housing Authority, with the funds to be lent to the nonprofit Bangor Housing Development Corp. for repairs on 100 apartment units BHDC plans to buy from the University of Maine.

Approving the purchase of Lot 1 in BanAir Industrial Park by Jose W. Diaz.

Approving the purchase of Lots 4 and 5 in BanAir Industrial Park by John Linnehan Jr.

Approving community development loans for the rehabilitation of residences at 12 North Park St. and 20 Newbury St.
