U.S. bars firm from contracts

Portland Air Freight Inc., a mail hauling business with operations in Bangor and Portland, and the company president have been barred from bidding on or obtaining federal contracts for a period of three years as a result of an order signed by the chief administrative law judge of the U.S. Department of Labor.

The order comes as a result of a complaint filed against the company by the Labor Department alleging violations of the minimum wage rate and record-keeping provisions of the McNamara-O’Hara Service Contract Act.

From July 1, 1992, through June 30, 1996, Portland Air Freight Inc. transported mail under a contract with the U.S. Postal Service. Twice during the life of the contract, investigations by the Labor Department’s Wage and Hour Division found that the company was not paying employees the wage rates and fringe benefits required under the Service Contract Act. Also the investigation revealed that the company failed to keep adequate and accurate records of the hours worked by those employees.

Both investigations resulted in the Wage and Hour Division’s securing payment of back wages to the workers.
