1. Create and maintain a highly functional, multi-modal transportation system that connects the northern half of the state to the rest of the state, the nation, Canada and global markets.
2. Create and maintain a state-of-the-art telecommunications and engergy network to help overcome distance and to make business competitive.
3. Support locally controlled economic development.
4. Support existing business, including traditional, natural resource-based industry, in order to penetrate new markets, retain existing jobs and create new jobs.
5. Rapidly expand knowledge-based research and development-supported production economy, building on the region’s traditional natural advantages in forestry, the Gulf of Maine and agriculture.
6. While building toward a greater value-added manufacturing economy, recruit new businesses to the region that can take it through a period of transition.
7. Inject state and federal dollars into the economies of northern tier counties through strategic placement of state and federal facilities.
8. Preserve access to important conservation lands and water bodies, both for the enjoyment of the region’s residents and to assure a long-term base for tourism and outdoor recreation.
9. Prepare children for success at each stage of their education.
10. Manage natural resources for sustainable production.
