Norman D. Belair has joined Eastern Maine Healthcare’s finance division as a financial consultant. Belair has more than 13 years’ experience in senior health care financial management.

Richard P. Crossman has been promoted to vice president of Morse, Payson and Noyes Insurance/W.C. Ladd and Sons. Crossman is an account executive with more than 20 years’ experience in the insurance industry, specializing in marine accounts.

Kathleen Scott has been named program director of residential services for Wellspring Inc.

Hampden native Corey Webb has joined the Hampden division of Sunbury Primary Care. Webb is a graduate of Alderson-Broaddus College and did clinical residencies at Louis Johnson Medical Center in Clarksburg, W.Va., and at Eastern Maine Medical Center in Bangor.

Wellspring Inc. of Bangor announced that Carroll Ackley has been promoted to senior substance abuse counselor at the men’s house. Her co-worker, Julie Marquis, also has been promoted to senior substance abuse counselor and will be located at the women’s house.

Penny L. Carter has joined Bar Harbor Banking and Trust Co. in Bar Harbor as vice president. Her responsibilities include commercial and residential lending and business development. She is a graduate of Northern New England School of Banking and the School of Banking at Williams College.

William B. Blaisdell IV has joined the firm of Blaisdell and Blaisdell in Ellsworth. He is a fourth-generation attorney in the family and was graduated cum laude from Niagara University in 1991.
