BANGOR — The City Council will hold a workshop at 6:30 p.m. Monday at City Hall to discuss the future of the cruise boat that has operated on the Penobscot River the past two seasons.
No vote will be taken Monday on whether to purchase the River Dog for $108,000 — that action will take place during a special meeting at 4 p.m. Nov. 29 — a meeting at which all nine councilors are expected to be present.
But the council wants to take some time Monday to discuss the financial issues related to the cruise boat, which it has an option to buy from Marine Transportation Inc.
A motion to buy the River Dog failed on a tie vote of 4-4 on Nov. 8, but the council voted Nov. 12 to reconsider the matter.
Bangor Steamship and Packet had operated the boat in 1998 with a line of credit of $50,000 from the city. The company, an affiliate of the Sea Dog Brewing Co., decided in May not to run the boat this season, so the city took it over after making repairs.
City staff encouraged the council to consider purchasing the boat, which is valued at $175,000 to $185,000, and resell it if councilors decide the city should not keep the vessel.
The city has not calculated exactly how much Bangor Steamship owes the city on the project, but has estimated that the company owes the city most of the original $50,000, at least $6,000 of the second year’s rent, and some portion of the $60,000 in repairs and other costs.

Referring to the municipal operations committee, at 5 p.m. Dec. 7, an amendment to the city ordinance on regulating commercial nudity. The measure, which would resolve the current court case against the city by Diane M. Cormier, owner of Diva’s Inc., would allow the exotic dance business to remain downtown until June 1, 2001. It also would expand the areas where such businesses could locate to include industrial districts, as well as the current commercial districts. In an industrial district, such a business would be a conditional use, requiring approval of the planning board.
Referring to the municipal operations committee, at 5 p.m. Dec. 7, an amendment to the city ordinance on fare rates for taxicabs. The measure would increase rates — the first raise since 1988 — and would eliminate the established fare for “sightseeing” trips.
Authorizing the purchase of a wheel loader for $117,007 from Metco of Bangor.
Eliminating the loading zone in front of 21 Main St.
Approving special amusement permits for Miami North-Hotel Equities Days Inn, 268 Odlin Road; JOMAR Inc., doing business as the Ranger Inn, 1476 Hammond St.; Benjamin’s Tavern and Bistro, 123 Franklin St.; and Milewal Inc., doing business as The Spectrum, 190 Harlow St. A public hearing will be held before the council vote on each permit.
Authorizing an application to the Maine Department of Conservation for a Recreational Trails Program Grant.
Casting the city’s votes for Larry Folsom of Brownville as a member of the municipal review committee board of directors.
Also meeting in the coming week will be: recycling committee, 6 p.m. Tuesday; airport committee, 4 p.m. Wednesday; Bass Park committee, 5 p.m. Wednesday.
City Hall will be closed Thursday and Friday for the Thanksgiving holiday.
