PORTLAND — Portland police have arrested three men accused of terrorizing city residents.

The men broke into an apartment on Munjoy Hill and chased a man, tackled him and punched, kicked and beat him with metal objects around 2 p.m. Thursday, said police Lt. Joseph Loughlin.

The men arrested were Harold Ferrar, 20, Mark Webster, 19, and Alexander Kloza, 18, all of Portland. They were charged with terrorizing, burglary and aggravated assault.

Kloza was released on bail, but Ferrar was being held because he is on probation for other crimes, and Webster was being held because he was on bail for another criminal charge, Loughlin said. Loughlin said all three have extensive criminal backgrounds.

Investigators suspect they have been terrorizing people they think cooperated with police. Others have been assaulted and had car windows broken, Loughlin said.
