Did anyone else see the incongruity of the recent Federal Energy Regulatory Commission (FERC) ruling that gave the penalty fine to the generators of electricity who are holding back the energy supply in the first place?

Where is the incentive for construction of new power generation if the generators will get paid when they supply the energy and also get paid when they don’t supply enough energy?
