Death and taxes

Gov. Angus King talks out of both sides of his mouth. Out of one side he wants to raise cigarette taxes to offset his budget. Out of the other, he says that higher taxes will make people quit.

If everyone is taxed to death on cigarettes and stops smoking, where will he get his money?
