Kenduskeag man charged with OUI after leading Bangor police on chase

Jeffrey B. Sands, 33, of Kenduskeag faces several charges after it was reported that he led Bangor police on a brief chase through a section of the city early Friday morning.

According to police, at the time of his arrest, Sands was intoxicated and driving with a suspended license.

Sands’ white station wagon was seen leaving the Abbott Square parking lot shortly after 1 a.m. and headed down Harlow Street doing an estimated 35 mph in a 25 mph zone. Things picked up from there as the car headed down Kenduskeag Avenue with a cruiser behind it trying to catch up, according to Officers Brian Nichols and Steve Jordan.

The station wagon hit 50 mph by the Interstate 95 overpass and reached 70 mph and was still pulling away from the police cruiser as they passed Bruce Road, according to the police reports. The cruiser’s flashing blue lights were turned on at Sherman Avenue, but it took about a half-mile before the car slowed down while weaving in the travel lane.

Eventually, the station wagon pulled over to the right side of the road, completely blocking off Husson Avenue, the officers reported.

Nichols spoke to Sands and reported that he could smell alcohol coming from the man’s mouth and that his eyes were glassy and bloodshot, his speech slightly slurred. He admitted to having four beers since 7 p.m., according to the police report.

Sands swayed from side to side during field sobriety tests and told police that he was feeling the affects of the four beers, Nichols reported.

At the police station the Intoxilyzer test registered Sands’ blood alcohol content at 0.16 percent, or twice the legal limit of 0.08 percent. While the officers were waiting for the result, Sands blurted out “point one eight,” apparently referring to the results.

Sands was charged with operating a motor vehicle while under the influence of intoxicants, operating a motor vehicle after suspension, exceeding the posted speed limit by 30 mph or more, operating a motor vehicle beyond license restrictions and possession of a suspended license.

A Bangor man claimed that a woman spit on his Acura Legend automobile and then kicked and dented it after he had confronted the woman’s friend in a bar about showing too much cleavage.

The man was with friends at Ruby Tuesday’s at the Bangor Mall Thursday night and he said he was trying to be helpful when he pointed out what he thought was excessive exposure.

Later, he said, he happened to drive past the two women in the parking lot and that the woman’s friend spit on his car. She also kicked it, leaving a small dent on the driver’s side door and a distinct heel mark, according to the police report.

Bangor police Officer Russell Twaddell found the two women not far away, at Paul’s Restaurant. But contrary to the man’s assertions that the woman who attacked his car was drunk and out of control, Twaddell found that she was articulate and cooperative. She also didn’t show signs of being intoxicated, according to the police report.

Contradicting the man’s account, the 23-year-old woman said that she and her friend were approached by the man who said he and his friends had changed their positions in the bar to better see her friend’s cleavage and that they were enjoying the show.

She said she felt the comments were rude and unwelcome. When they left, the same man drove past them and made more comments about her friend’s physique, she said.

The woman, Caitlin Hitchings of Old Town, admitted that she then spit on the car and kicked it. Twaddell summoned her, charging her with criminal mischief.
