Scott Allard served 13 years of a 20-year sentence for murder during an armed robbery and was released. Why? For good behavior?

Then he was arrested again for a burglary and theft and served less than a year, took a couple years off and went back to work – as a career criminal.

Isn’t it time Maine took a tougher stand? This “10 strikes and you’re out” doesn’t seem to be working.
