Belts for school buses

If seat belts are legally required in moving vehicles, what makes school buses exempt?

As a voting American, I demand that seat belts be installed in every school bus, as well as in commercial buses. Anywhere there are passengers – especially children – the law should be upheld.

School buses full of unbelted grade school and high school students are a disgrace to public responsibility and citizenship. The refusal of school districts to install seat belts in buses is a blatant disregard for the safety of every child. Lawsuits should be filed against school districts by every parent with a child in school. I appeal to readers to contact the governor and their state legislators.

Seat belts are either mandatory or not. You can’t have it both ways. If safety is the reason, then how can buses be exempted? If buses are exempt then the enforcement of the seat belt rules in private vehicles is arbitrary and infringes on the privacy of law-abiding Americans.
