Raymond J. DeGrass of Rockport has been appointed maintenance manager at Dragon Cement and Concrete. He will oversee maintenance operations at Dragon’s Thomaston plant, which produces about 450,000 metric tons of cement each year. DeGrass has more than 24 years of industry experience, most recently in Bethlehem, Pa., as a senior sales engineer in the customer service department for F.L. Smidth, a Denmark-based supplier of cement-making technology. Dragon has more than 10 concrete plants located throughout the state.

KeyBank has named Steven P. St. Pierre of Portland vice president and relationship manager for corporate banking in KeyBank North America’s Maine district. He will be responsible for developing and maintaining overall client relationships in the northern part of the Maine district. Previously St. Pierre was vice president at First Citizens Bank.

Banknorth Investment Management Group NA in Portland has named Kathryn M. Dion of North Yarmouth as senior vice president. Dion, who joined Banknorth in 1997 and has more than 15 years in investment management, will be responsible for overseeing all investment management activities in Maine. The group has offices in Bangor, Lewiston and Portland.

Madison Paper Industries, manufacturer of high-quality supercalendered paper, has promoted three corporate executives. Advancing to newly established corporate-level posts are E. Russell Drechsel, executive vice president and chief operating officer; Francis X. Flood, executive vice president and chief financial officer; and Christopher C. Bean, vice president engineering, maintenance and utilities.

Drechsel joined the company in 1980 as a project engineer. His last position with Madison Paper before this promotion was as director of operations.

Flood assumes his new post after 22 years at Madison Paper. He joined the company as chief financial officer in 1979, after its joint acquisition by Myllykoski Oy of Finland and The New York Times Co., where he had been assistant controller since 1971.

From 1994 until his current promotion, Bean held the post of director of maintenance, engineering and utilities for Madison Paper. He joined the company in 1980 as a plant engineer.

Elliott & Elliot Architecture in Blue Hill has named Bruce Norelius a partner in the firm. Norelius has worked as a project architect in Maine, Boston and Seattle and has taught design and theory at the Boston Architectural Center. Elliott & Elliot Architecture focuses on the design of custom residential and small institutional projects.

Ronald Crall recently joined St. Joseph Healthcare as chief information officer. Crall will oversee continuing development and implementation of electronic information technology for the organization. He has worked as a technology consultant for 18 years and last served as manager of corporate information technology for Site Rock, a California firm that monitors Web sites and network infrastructure.
