The problem of overloaded trucks will not begin to find resolution until responsibility is ascribed fairly. Any fine levied should be equally divided between the trucker-owner and the owner of the load. Too often the trucker finds himself jammed between the two demanding masters.

On the one hand, overloading is costly. On the other hand, high fuel costs, outrageous taxes, insurance and registration leave a margin of profit so slim that every ounce that can be packed on a truck is. More often than not it is the independent owner-operator whose back is broken by Department of Transportation fines.

Of course it makes more sense to stay off the roads when the DOT is out, highwaymen who lie in weight.
