The EPA said many of the cited facilities are located near bodies of water, or have storm water collection systems that drain into the water.

The other facilities are public works garages in Bristol, R.I., and Taunton and Fall River in Massachusetts. A drinking water treatment plant in New Bedford, Mass., and a Kennebunkport, Maine, waste water treatment facility were also cited.
