MACHIAS – The Washington County grand jury has indicted 28 people, including two men charged with elevated aggravated assault in connection with the July 17 beating of a 30-year-old man in Perry.
Adam D. Bailey, 21, of Colorado Springs, Colo., and Ralphel A. Stevens, 24, of Perry both are charged with elevated aggravated assault, aggravated assault and falsifying physical evidence in connection with the attack, which, according to the indictment, “manifested a depraved indifference to the value of human life.”
Assistant District Attorney Carletta Bassano said Bailey and Stevens allegedly chased the victim after an altercation at a party and hit him with a pool ball wrapped in a piece of cloth.
Pleasant Point police Officer Jon Southern responded to a 1 a.m. report of the beating and found the victim “bleeding out” from a head wound, according to interviews at the time of the incident.
The grand jury also indicted a 65-year-old Machias man on a charge of arson in connection with an Aug. 3 fire at Marshall Manor Inc. Robert E. Wakefield allegedly started a fire in a wastebasket at the boarding home.
The incident led to two “copycat” wastebasket fires by another resident and the evacuation of the boarding home for a day. Bassano said Wakefield remains in the Washington County Jail.
A 31-year-old Vanceboro man, Christopher O. Monk, is charged with criminal operating of a motor vehicle while under the influence of an intoxicant, aggravated assault and reckless conduct with a dangerous weapon in connection with a December 2001 head-on collision that seriously injured a 37-year-old Baileyville man.
Bassano said Monk’s blood alcohol level was 0.25 when his pickup truck struck the other vehicle on Route 6 in Vanceboro. The accident broke the leg of the other driver, Bassano said.
The grand jury also indicted Harry J. Smith Jr., 62, of Meddybemps for illegal handling of hazardous waste, handling hazardous waste at a location that does not have a proper license, and establishing, constructing, altering or operating a waste facility without a proper license or permit.
The alleged crimes occurred in October 2001 and Assistant Attorney General Leanne Robbin said this week’s indictment was to remedy a previous indictment that contained a technical pleading defect.

George Georgantis, 23, Perry, furnishing hydrocodone.
Sharon Marie Bell, 37, Baileyville, importation of hydromorphone.
Reginald Newell, 49, Princeton, trafficking in heroin.
Donald Brown, 24, Princeton, trafficking in cocaine.
Francis “Phil” Brown, Jr., 47, Calais, aggravated trafficking in oxycodone.
Ellery Mahar, 61, Whiting, aggravated trafficking in hydromorphone.
The grand jury also indicted the following:
Harold Stevens, 52, Princeton, gross sexual assault.
Ronald J. Morang, 35, Eastport, assault, two counts criminal threatening, two counts of violation of condition of release.
Joseph P. Grillon, 30, Lincoln, operating a snowmobile while under the influence of an intoxicant, two counts aggravated assault, reckless operation of a snowmobile, failure to report a snowmobile accident.
Kristopher S. Lowell, 23, Lincoln, operating a snowmobile while under the influence of an intoxicant.
Michael B. Stanley, 42, Columbia, two counts of assault, two counts of violation of condition of release, operating after revocation.
Shawn A. Braley, 21, Charleston, burglary to a motor vehicle, two counts of theft.
Michael J. MacKenzie, 22, Baileyville, attempted burglary, theft, failure to appear.
Christopher D. Allen, 20, Alexander, eluding an officer, operating after suspension, violation of condition of release.
