Lord said security officers saw Chapman switch the tags from a $70 pair of sneakers with those of a $30 pair, and stopped him when he tried to buy the more expensive pair. Lord learned Chapman was on bail for a prior charge of receiving stolen property and arrested him. After a search of his car, Chapman was charged with theft, violation of bail and possession of drug paraphernalia.
