SCARBOROUGH – Scarborough Downs has rebuffed a Las Vegas developer’s bid to become a partner in creating a racino, an official said Monday.

Scarborough Downs had discussions with Shawn Scott, whose Capital Seven LLC is developing a racino in Bangor, but ultimately decided to go with another financial partner, Kathryn Rolston of Scarborough Downs said.

Scott, who was instrumental in putting the racino issue on the ballot, has reached an agreement with the City Council to develop a racino in Bangor.

State voters approved a Nov. 4 referendum allowing slots at Bangor Raceway and Scarborough Downs, but only if the host town also approves them.

Scarborough voters did not grant approval, so Scarborough Downs is currently considering leaving the community to take advantage of a law allowing slot machines at existing harness-racing tracks.

Under the law, Scarborough Downs could still open a facility with up to 1,500 slot machines if it finds a community within 5 miles that agrees by Dec. 31 to allow them.
