Dirigo Health topic of state brochure

It’s the state motto, and it means “I lead” in Latin.

Beyond that, many Mainers remain in the dark about Dirigo, especially as it applies to Gov. John Baldacci’s much-touted Dirigo Health plan.

Those looking for more information in a user-friendly format can request a copy of the new brochure developed by the staff of the Governor’s Office of Health Policy and Finance.

Program critics and overworked policy wonks may find the information in “Dirigo Health: Help is on the way!” frustratingly short on detail. But the boiled-down language and question-and-answer format will help consumers grasp the essentials of the innovative, controversial and convoluted plan, which promises to provide affordable health insurance for all Mainers while improving quality of care and access to health services.

Dirigo is scheduled to offer comprehensive health coverage to employees of participating small businesses, the self-employed and individuals beginning in July. Subsidies will be available to help lower-income people enroll. The state expects to open enrollments to employees of larger businesses and to other interested consumers after its first year of operation.

Staffers from the governor’s office are also working with hospitals, insurers, consumer advocacy groups and lawmakers to develop long-term strategies for holding down the costs of health care, as well as developing a statewide network of hospitals and service providers.
