Warren to vote on proposed $1.6M budget

WARREN – Town meeting voters will consider a $1.6 million municipal budget on Tuesday, March 30, and also decide whether to spend up to $300,000 to demolish the Crowe Rope building in the downtown area.

All of the following candidates for town posts are running unopposed: incumbent Selectman William Lufkin, three-year seat, which includes serving as assessor and overseer of the poor; SAD 40 directors – incumbents Nancy Starrett Watson and Bonnie Davis Micue and newcomer Daryl J. Essency, all three-year seats. Director Susan Wilcox is not seeking re-election.

The big item on this year’s budget is the Crowe Rope demolition.

Selectmen are asking voters to spend up to $300,000 to remove the dilapidated building, which is considered a safety and fire risk for the town. Two-thirds of that money would be borrowed for up to five years and the remainder would come from excess revenue sharing.

Crowe Rope is going through bankruptcy and does not appear to have the money to tend to the building’s needs.

Selectmen are also seeking approval to apply for any grants that could go toward the removal of the building.

At the gathering, voters will be asked to spend $115,000 for a new ambulance and $32,250 for a public works grader, which would be paid for with reserve funds and would not affect the budget, Town Manager Grant Watmough said.

The proposed municipal budget is $1,631,363, which reflects about a 1 percent increase over last year. In addition, the town will spend $227,915 for its share of Knox County costs, up 8 percent, plus $58,093 for emergency dispatch fees, down less than 1 percent.

The town’s portion of SAD 40 expenses has not been determined. Last year, the assessment was $2,318,899.

In the budget, there are 6 percent pay raises proposed for employees, including the town manager’s salary, which would become $45,300.

The current tax rate is $15.50 per $1,000 of assessed property values. Watmough did not yet know how the overall costs for municipal, county and school would affect the tax rate.

Election of town officers takes place 10 a.m. to 8 p.m. Monday, March 29, at the town office, while the town meeting starts at 7 p.m. Tuesday, March 30, at the Masonic Hall on Route 90.
