Bangor cocaine bust nets four arrests

BANGOR – Four people who apparently had planned “to party” wound up being charged Tuesday in 3rd District Court with drug trafficking after they were arrested with a pound of cocaine in the trunk of a car.

Three out-of-staters were arrested about 10:30 p.m. Monday by Bangor police near Bangor International Airport in a vehicle driven by a Levant woman.

High cash bails were set for the three. Bail was set at $75,000 for Clifton Davis, 24, and $65,000 for Kevin Deloatch, 33, both of North Carolina, and at $50,000 for Chelsea Andrews, 23, of Brookline, Mass. Cash bail of $1,000 was set for Theresa Mayhew, 25, of Levant. Mayhew was released on bail Tuesday evening.

A probable cause hearing was set for May 20 in 3rd District Court in Bangor. The hearing would only be held if the four are not indicted by the Penobscot County grand jury next month.

All four remained in Penobscot County Jail unable to make bail late Tuesday. Even if they do make bail, conditions of their release include not leaving Maine or having contact with one another.

The four were arrested about 10:30 p.m. by members of the Bangor Police Department’s 9-month-old Special Enforcement Team.

Officers had the Concord Trailways bus station on Union Street under surveillance when Andrews, Deloatch and Davis arrived on the bus from Boston shortly after 10 p.m.

Mayhew picked them up about 20 minutes after their arrival and police stopped her car a short time later on Maine Avenue near the Bangor International Airport.

Officers found eight bags of a white powdery rock hard substance identified as cocaine in a burgundy and black duffel bag in the trunk of the 1997 four-door Saturn, according to court documents.

Davis, who also goes by the name Bossman, told police that he did not know Andrews and “came to Bangor with his cousin [Deloatch] to party and have a good time,” according to a police report.

Neither Davis, Andrews nor Deloatch, who also goes by the name Jamal, gave a statement to officers.

In a four-page statement, however, Mayhew wrote that she had picked up the other three at the bus station several times since meeting them about two months ago.

She said that she would book motel rooms in the area where the trio would stay, then they would sell cocaine out of a residence on Garland Street near Pine Street. Mayhew told police gram bags sold for $100 and “eight balls,” or 3.5 grams, sold for $250.

She wrote that in return for assisting the trio, Deloatch gave her money for car insurance, vehicle registration and gas along with food and clothing, according to her statement.

Mayhew also included emotional references to her 21/2-year-old son and what impact her arrest might have on him and her parents.

Michael Roberts, deputy district attorney for Penobscot County said Tuesday that the four could face federal charges instead of state charges because the cocaine was brought into Maine from another state.

His office expects to consult with the U.S. Attorney’s Office in Bangor to determine which court would handle the case after the investigation has been completed, he said.
