Indian Island man faces sexual assault charges

BANGOR – The Indian Island man who allegedly kidnapped his 13-year-old daughter is scheduled to be arraigned today in Penobscot County Superior Court on charges of gross sexual assault.

Bert Francis, 45, was moved Monday from the York County Jail in Portland to Penobscot County Jail in Bangor after he turned himself in Sunday morning at the Sanford police station.

Francis was indicted on May 3 by a Penobscot County grand jury on two counts of gross sexual assault. The charges stem from an incident involving a minor female that allegedly occurred in February. The child has not been identified publicly.

Alice Clifford, assistant district attorney for Penobscot County, said Monday that Francis could face additional charges once the investigation into last week’s incident is completed.

Francis reportedly picked up his daughter Amanda Francis on May 1 at a Brewer foster home where she had been placed two weeks earlier by the Penobscot Indian Nation Department of Human Services. He was under a court order not to have any contact with her.

Indian Island Police Chief Seth Mitchell said Sunday that the girl was not hurt and was expected to be placed Monday in a new foster home.

After the apparent abduction, Maine State Police and Indian Island police thought Bert Francis and the girl had left the state and asked the public for help in locating them.
