Islesboro would pay

If Islesboro leaves Waldo County, it must pay for the stranded costs which it would leave behind. These costs would include its proportional part (11 percent) of the total Waldo County bonded indebtedness, unfunded pension liabilities, deferred maintenance of county facilities and the full cost associated with any reduction in the county work force due to its leaving.

Maybe Knox County will pay this money as a sort of dowry.
