I worked for a large bank for many years where we had a performance evaluation system that designated a small group of employees as “exceptional performers.” To get that rating your performance for the year had to be flawless in all aspects.

We didn’t have any special awards similar to the Medal of Freedom that was recently bestowed on L. Paul Bremer, Tommy Franks and George Tenet. I do know if Bremer, Franks and Tenet worked for the same bank as I did their performance would not even qualify for the “exceptional performer” rating.

When one reviews President. Bush’s performance in his business ventures it doesn’t surprise me that he can’t distinguish marginal performance from performance deserving of the highest U.S. award to civilians.
