Southwest Harbor rejects recall proposal

SOUTHWEST HARBOR – Though a proposal to build a new fire station was approved by voters this week, three other proposals did not fare so well at the polls on Wednesday.

Residents rejected three measures during the second day of a special town meeting. A proposal to enact a local recall ordinance was defeated 86-59, and two proposed zoning changes were rejected by overwhelming margins, according to Stephen Wilson, the town’s code enforcement officer.

A zoning change that would have allowed the Morris Yachts property off Clark Point Road to be subdivided into more than three lots was defeated by a 103-43 vote, Wilson said Thursday, and a zoning change that would have allowed a second-story apartment to be built on the Moorings Restaurant in the village of Manset was rejected 111-35.

“It was a real small voter turnout, but the turnout was opinionated,” Wilson said.

Voters cast secret ballots to determine the outcome of the three proposals one day after meeting as a group to decide whether the town should construct a new $1.3 million fire station on a 7-acre lot behind Jarvis Newman Marine on Main Street. The fire station proposal was overwhelmingly supported by voters at the meeting, with only two “no” voice votes being heard in the Pemetic Elementary School gymnasium, where more than 100 residents had gathered, according to town officials.

Joe Marshall, a local resident who circulated a petition and gathered enough voter signatures to hold the recall ordinance referendum, said before the vote that he hoped that if the proposal were defeated the town still would develop and adopt a formal charter. Southwest Harbor has not had a formal charter since it split off from neighboring Tremont in 1905.

A charter could include a recall provision for elected officials, Marshall said last month, and could help residents better navigate the procedures and functions of their municipal government. Marshall could not be reached at his home Thursday afternoon.
