Town seeks plant grant

HARTLAND – Hartland residents attended a public hearing Thursday afternoon to learn more about a $500,000 grant application to continue upgrades to the town’s aging wastewater treatment plant.

Town Manager Peggy Morgan explained that the plant was built in 1977 and is in need of energy savings upgrades and changes to make it more efficient.

The town already has received a $750,000 federal grant and a $250,000 state grant to renovate the facility. This next grant, through the state’s Department of Economic Development’s Community Development Block Grant program, is being handled through Kennebec Valley Council of Governments. Morgan said KVCOG’s assistance has been invaluable in garnering the grants.

About eight people attended the hearing and heard from Michelle Higgins of KVCOG about the steps involved in the grant process.

“We’ve had two bonds in the past, another EDA grant in 1987 and the two most recent grants,” said Morgan. “It is time, however, to reach out again to get a greater efficiency.”

The improvements will be made to the pollution control part of the facility and the leachate lagoon.

All comments made at the hearing become part of the grant application.
