Bucksport woman gets prison sentence Tracy Ann Clough used stolen credit cards

BANGOR – A Bucksport woman was sentenced Thursday to eight months in federal prison for using credit cards stolen from a van in Acadia National Park to purchase more than $1,500 in merchandise.

Tracy Ann Clough, formerly known as Tracy Ann Paquette, 42, also was sentenced in U.S. District Court to three years of supervised release after her release from prison. She was ordered to pay a $500 fine and more than $3,300 in restitution.

She faced up to 10 years in prison and a fine of up to $250,000 for credit card fraud. Under the federal sentencing guidelines, her recommended sentence was two to eight months in prison.

Clough pleaded guilty last year to using credit cards stolen by her husband, David L. Clough, also known as David L. Finch, 45, of Bucksport and Surry, to buy jewelry, an air pistol, cigarettes, camping equipment and a prepaid cell phone.

Her bail was revoked in February after she admitted smuggling contraband to her husband, who was being held at the Cumberland County Jail on federal charges.

The prosecution of Tracy Clough stemmed from a July 4, 2004, report to a ranger at Acadia National Park.

A park visitor from Virginia reported that two windows had been broken on his van and he said his wallet, $400 cash, portable CD player, cell phone and walkie-talkie were missing. Two weeks later, the victim reported that more than $1,500 had been charged to his credit cards before he could cancel them.

Once rangers determined what had been bought with the stolen credit cards, a park dispatcher called the number of the prepaid cell phone and offered to send the woman who answered the phone a card with additional free minutes. Tracy Clough took the bait and gave the dispatcher her home address in Bucksport.

During a search of the Cloughs’ home in October 2004, investigators found marijuana, a homemade water pipe, and a 100,000-volt stun gun, along with the jewelry, camping equipment and other items purchased with the stolen credit cards.

David Clough, who has a long criminal history in Penobscot County, pleaded guilty in December in U.S. District Court in Portland to credit fraud in the incident along with drug and gun charges related to his criminal activities with Lionel Cormier, 52, of Norwood, Mass.

Cormier was sentenced in June in U.S. District Court in Portland to 34 years in prison for robbing an Orland couple of narcotics.

A sentencing date for David Clough, who faces up to 25 years in prison and a fine of up to $1 million, has not been set.
