Joel Blackwell of Windsor was promoted to the rank of sergeant in the Maine Army National Guard. Blackwell serves as a recruiter for the Recruiting and Retention Command in the Augusta office of the Maine Army National Guard.

Blackwell was a member of the 133rd Engineer Battalion that served in Operation Iraqi Freedom. His unit built three elementary schools in northern Iraq, which helped more than 700 Iraqi pupils.
