Fifteen men arrested Monday in Ellsworth as alleged illegal immigrants have been sent to the Penobscot County Jail, leaving the facility straining to cope. Jail officials said Wednesday that the jail has 175 inmates, which is significantly over capacity. Crowding causes problems, including an increase in the amount of time it takes to complete normal tasks, and it forces the jail to “double bunk” inmates, said Lt. Ty Babb, the jail’s assistant jail administrator. The jail’s regular capacity is 136, but 182 is the temporarily arranged maximum that the state will allow. The jail is working with state officials for a long-term plan. “When overcrowding occurs, it causes an intense environment,” Babb said Wednesday.
