BANGOR – City councilors on Wednesday night authorized a final lease agreement between the city and Bangor Historic Track Inc., the Penn National Gaming Inc. subsidiary gearing up to build a $90 million gambling complex across Main Street from Bass Park.
The Pennsylvania racing and gaming company last November opened an interim gaming facility called Hollywood Slots at Bangor in the former Miller’s Restaurant building on Main Street.
The new complex will replace it.
During the meeting, the councilors unanimously voted to amend the lease agreement to include the empty lot behind the Irving Mainway store on Main Street, which until recently served as an overflow parking area.
The lot now is being eyed for staff parking for the permanent racino, tentatively set to open in 2008.
The amended lease includes a provision setting up a payment arrangement for use of the lot, which is part of the Bass Park complex, according to city documents related to the deal.
In a related move, councilors also approved a letter of agreement conveying to Bangor Historic Track a narrow strip of city land that abuts the rear side of the project site, and making the former railroad roundhouse site available as a staging area during the construction phase.
Also during the meeting, the councilors:
. Tabled a memorandum of understanding with two local groups the city plans to work with to develop a citywide management system for recreational trails, both existing and future.
The councilors put off action on Wednesday because representatives from the Bangor Land Trust and Keep Bangor Beautiful both had board meetings that night. Instead, the councilors will take it up during their next regular meeting, set for 7:30 p.m. Monday, Oct. 23.
. Agreed to extend sewer service up Sylvan Road to accommodate a 92-room Courtyard by Marriott hotel proposed for the undeveloped portion of the former Osram Sylvania manufacturing plant property.
The developer, Freeport-based Maine Course Hospitality Group, is responsible for the project cost.
. Signed on as a sponsor for The Acadia Hospital’s opiates abuse educational campaign.
. Approved special amusement permits for Thistle’s Restaurant at 175 Exchange St., and for Spectacular Event Center at 395 Griffin Road.
