City councilors Monday night authorized a development agreement and tax revenue and enhancement agreement with Northside Family Housing Associates, a limited partnership affiliated with Penquis CAP. The agreements pave the way for 28 new units of affordable family housing on Griffin Road, near the Airport Mall. Among the terms of the agreements, the city will return to the developer half of the property taxes projected to be generated by the project or $24,500 a year, whichever is lower, for 15 years. The parcel proposed for development now is taxed at $1,460 a year. Construction is slated to begin in November.
