Justifying use of power

Counting a variety of nonterrorism cases in the terrorism statistics presented to Congress to justify budget requests raises many questions (“Audit questions cases among anti-terror stats,” BDN, Feb. 21).

Why is the intelligence regarding the terrorist threat being exaggerated? Who benefits from convincing the American people that we are in greater danger from terrorism than is true? Is this all part of the executive’s attempt to create fear so as to justify his abuse of power?
