Man arrested for disorderly conduct, summoned for marijuana cultivation

A Milo man who initially faced a trespass warning and a summons for keeping a marijuana plant ended up being arrested Thursday after he became “belligerent” with police.

Jacob Frank-Valvo, 20, was arrested for disorderly conduct and was summoned for cultivation of marijuana, failure to submit to arrest, two charges of possessing a useable amount of marijuana for having marijuana seeds and a piece of marijuana stem, and possession of drug paraphernalia.

He was taken to Piscataquis County Jail where he was released on $200 unsecured bail.

Milo Police Chief Michael Poulin said a landlord asked him to remove Frank-Valvo from an apartment where he had been staying on Park Street.

When Poulin and Officer Brian Bean went to speak with the tenant, they noticed a marijuana plant in an open closet. Frank-Valvo tried to pass the plant off as a tomato plant.

Frank-Valvo then became “belligerent” and showed his temper, Poulin said.

Investigator Guy Dow of the Piscataquis County Sheriff’s Department, who was working on another investigation, and Sgt. Terry Smith arrived and helped subdue Frank-Valvo, according to the police chief. It was then that the officers noticed the other illegal items. (Diana Bowley, BDN)

A Milo driver who was operating after suspension Thursday failed to elude police.

James Parkman, 45, was leaving a local pizza shop about 10:30 a.m. when he was spotted by Milo police Officer Brian Bean, who was involved in a traffic stop nearby with Police Chief Michael Poulin.

Since Bean knew Parkman’s license was suspended, the officers followed Parkman up several side streets before Parkman finally stopped. He was charged with operating after suspension and taken to the Piscataquis County Jail in Dover-Foxcroft. He was released on $100 unsecured bail. (Diana Bowley, BDN)
