Anti-gambling groups seek to ban slots in Maine

A day after Maine voters denied the Passamaquoddy Tribe its wish to build a racetrack casino in Washington County, anti-gambling groups said they have not given up on their efforts to rid the state of all gambling facilities, including Hollywood Slots at Bangor, whose $131 million construction project nears completion.

“Our ultimate goal is not to do this one location at a time but to have a statewide ban on slot machines, the way it was before 2003,” Fred Kilfoil, spokesman for No Slots for ME!, said Wednesday. Kilfoil, of Portland, is a founding member of the anti-gambling group. “If it was wrong for Washington County, it’s wrong for Bangor. Our feeling is that it’s wrong for the state.”

No Slots for ME! has no immediate plans to seek the repeal of the law established by a statewide referendum vote in 2003 that approved the Hollywood Slots at Bangor facility, Kilfoil said. But the group may take such action in the future. Funding for such a campaign “is always an issue,” Kilfoil said.

The group that was most vocal in its opposition to the Passamaquoddy Tribe’s plan to bring 1,500 slot machines and a horse-racing track to Calais just across the St. Croix River from Canada is CasinosNO!, also based in Portland. The group released a statement Wednesday saying that it agreed with the tribe’s argument that it is unfair to allow out-of-state business Penn National Gaming Inc. to run Hollywood Slots at Bangor but to deny a Maine Indian tribe the opportunity to operate a similar facility.

“My solution to that would be to get rid of all slots. And if the tribe wanted to get together on that I’d be willing to,” CasinosNO! Executive Director Dennis Bailey said Wednesday. Bailey said voters in other states have banned slot machines even after casinos were approved and constructed.

Norman Heitmann III, counsel for the city of Bangor, said it would be possible for the Legislature or voters to repeal the law allowing Hollywood Slots at Bangor.

“I’d be very surprised if they did,” Heitmann said.

Hollywood Slots at Bangor spokeswoman Amy Kenney said the vote would have no impact on the construction project.

“Regardless of yesterday’s outcome, we’re building. The construction to date is right on schedule. There’s been no effect to our operation or our organization,” Kenney said.
