Richard L. Pattenaude, chancellor of the University of Maine System, has been appointed by virtue of his office as a delegate to the nonprofit New England Board of Higher Education. Pattenaude became chancellor of the University of Maine System in July. He previously served as president of the University of Southern Maine for 16 years. “We look forward to Chancellor Pattenaude’s active participation on this six-state board,” said NEBHE President and CEO Evan S. Dobelle. “We hope to benefit from his experience in university leadership and public administration.” NEBHE, founded in 1955, is a congressionally authorized agency whose mission is to promote greater educational opportunities and services for residents of the six New England states. NEBHE programs are principally focused on the relationship between New England higher education and regional economic development.

Domenic A. Efter has been promoted to vice president in the TD Banknorth branch at 217 High St. in Ellsworth. In his role as business development and sales manager, he will continue to oversee day-to-day operations of the branch and to be responsible for developing all aspects of retail and commercial business, including small-business loans, for customers throughout the Ellsworth region. Efter joined TD Banknorth in 2002 and has seven years’ experience in banking. He previously served as an assistant vice president in Ellsworth and as a branch manager in Concord, Mass. Efter is a member of the Rotary Club and a founding member of the Coastal Business Network. A resident of Franklin, Efter serves as the chapter chairman for SCORE, as a board member of the Loaves and Fishes Food Pantry, as treasurer of the Franklin Community Development Council and as a board member of the Bucksport Chamber of Commerce.
