Sex offender charged with failure to register

SURRY – A registered sex offender was charged Wednesday for failing to notify authorities that he had moved recently from Gouldsboro to Surry.

Jeffrey L. Layne, 34, was arrested by Hancock County Sheriff Deputy Christopher Thornton shortly before noon Wednesday and taken to Hancock County Jail. He posted bail later that afternoon.

Layne already had been convicted in January on the same charge, failure to comply with sex offender registry requirements. That means his latest charge is upgraded to a Class C felony, police said.

The Surry man was one of two men charged in April 1992 of raping a 15-year-old girl in Bucksport. His conviction of gross sexual assault meant he would be required to register as a sex offender for life.
