PORTLAND – Portland police have vowed to keep close watch on a 43-year-old man awaiting release from jail who has threatened to rape and mutilate a woman.
Steven Ricci, who has a history of mental illness, made the threat in an attempt to get psychological treatment. He was due to be released Monday after pleading guilty to violating probation.
Police planned to notify neighbors about Ricci’s release and said his whereabouts will be monitored by means of a global positioning system ankle bracelet.
Ricci originally was charged with attempted sexual abuse of a minor after following a young girl as she left a school bus. He served a year in jail and has been charged twice with violating probation.
