The Hampden Water District advertised for a new working superintendent back in 1999. There was a total of six applicants for the position, including the present general manager, Cameron Torrey. At that time he was a member of a five-member board of trustees at the water district. When the decision was made to choose the new superintendent, there were four members present, including Mr. Torrey. The vote was three to zero to hire Mr. Torrey as superintendent.

As published in the BDN in May of 1999, the criteria for the job was that the applicant must have a Class 1 and 2 water distribution license – Mr. Torrey had neither. The applicant also had to be a working superintendent, but Mr. Torrey says that he is too busy to get engaged in any labor in the field.

In retrospect, Mr. Torrey should never have been hired for the position that he now occupies.
